About the Author
Ernest Latham, Jr., is a veteran U.S. diplomat, having held posts at various U.S. Embassies in the Balkans. He is Professor and Coördinator for Advanced Romanian and Moldavian Area Studies at the Foreign Service Institute, the training center for American diplomats at the U.S. Department of State. Professor Latham is a Dartmouth graduate and holds a doctorate in history from the University of Bucharest. He is a former Fulbright Scholar in Romania and former interim Executive Director of the U.S. Fulbright Commission in that country.
